The bill cleared the Senate Ethics and Elections Committee with a 5-0 vote and now moves on the Senate Judiciary Committee.
"I think we've done it in a very careful and cautious manner", Shott said after the vote.
The bill remains in second reading with amendments pending.
At press time, other amendments were pending in the House.
The WV Medical Cannabis Act (SB 386) was up for passage Monday in the House.
