Tillerson, who had visited both Japan and South Korea prior to China, had indicated as much as those traditional U.S. allies said that the threat level from Pyongyang had reached new heights. "China relationship has been guided by an understanding of non-conflict, non-confrontation, mutual respect and win-win cooperation", said Tillerson.
"The Trump administration is banking that threats of USA military action in South Korea and tougher sanctions on Chinese entities will intimidate Beijing into changing its policies", said Ashley Townshend, a research fellow at the United States Studies Centre at the University of Sydney.
By testing the engine on Saturday, North Korean leader Kim Jong Un appeared to be giving China an additional headache by goading Tillerson, who said in South Korea on Friday that if the North elevated its threat, a pre-emptive strike by the United States would be on the table.

Speaking in Seoul on Friday, Tillerson issued the Trump administration's starkest warning yet to North Korea, saying in Seoul that a military response would be "on the table" if Pyongyang took action to threaten South Korean and USA forces.

It test-fired four missiles into seas off Japan last week as the USA and South Korea began annual military drills that the North claims are rehearsals for invasion.
There was no mention of contentious issues like North Korea's missile and nuclear programmes or self-ruled Taiwan, which China claims as its own.
Washington is also accused of meddling in regional issues, especially the South China Sea, where China and several of its neighbors are locked in a maritime dispute.
North Korea has amassed a sizable nuclear stockpile and appears at the brink of being able to strike the US mainland and American allies in Asia.
