The bill now heads to the senate. "If this law were to pass, someone with a gun permit from a state with low standards could legally carry a firearm in NY, even if their background would prevent them from legally obtaining a permit here".
Two things need to be noted here. A driver's license works in every state, so it's common sense that a concealed carry permit should work in every state.
The votes fell largely along partisan lines with most Democrats voting against the bill and Republicans voting in favor, although six Democrats voted in favor of the bill while 14 Republicans voted against it.
"After two of our nation's worst mass shootings, Congress took direct instruction from the gun lobby and passed a bill that will override existing state laws and allow unsafe, untrained people to carry guns in every state and every city. This bill, will allow a law-abiding citizen to carry concealed gun only if they are not federally prohibited from possessing or receiving a firearm".
The effect of the bill would be to create what amounts to a national gun license that must be recognized even by states with far more sensible, restrictive gun controls, like New Jersey.

Under the broad strokes of the House-passed Concealed Carry Reciprocity Act, having a concealed-carry permit issued by one state makes it legal to carry in any state. Federal law prohibits convicted felons from buying firearms.
"New York City's well-recognized success in the continued decrease in shootings and murder is in no small part a result of effective control of guns on our streets", said NYPD Commissioner James P. O'Neill.
"Even the most careful and knowledgeable concealed carry permit holders find it hard to navigate the current maze of state and local concealed carry laws", Rep. Richard Hudson (R-NC), author of the bill, said. This country has the highest rate of gun ownership in the developed world. Many rural states have lax concealed-carry requirements that do not require specific training or a clean criminal record.
"Just days after the deadliest mass shooting in modern American history, the NRA is engaging their allies in Congress to push through a risky national concealed carry reciprocity law, which begs the question: how low can you go?" Instead, we have the highest rate of gun deaths.
